Contract awarded for storm drain WHITTIER – The City Council has awarded a $91,242 contract to AKM Consulting Engineers of Irvine to design a new storm drain for the Flomar Drive area, north of Lambert Road. A storm drain is needed to remove excess water from Flomar, as well as Carnell and Starbuck streets, because the area tends to flood in heavy rains, city officials said. A culvert that now drains water off the three streets, running behind homes near train tracks, is so small that water backs up onto Flomar when it rains, officials said.
